Should Robert Ambroselli Resign for Failing to Monitor Phillip Garrido?

The story of Jaycee Lee Dugard’s kidnapping and how she was found alive after 18 years in captivity makes my skin crawl. I know there are monsters in this world. There are 116 registered sex offenders in Concord. I never would have though something this horrific and disgusting would be right in the area I live and have been right under our noses for 18 years without anyone noticing. Some people did notice and they did the right thing at the time and called the police when they questioned children living in tents in a backyard.

The Contra Costa Sheriff’s Dept. responded in a press statement that you can read on Claycord.

Sheriff Rupf said, “We offer our apologies to the victims for the missed opportunity the Sheriff’s Office had to bring an earlier closure to this case. Organizationally, there are no excuses. Because the responding Deputy did not have access to certain databases, he was not aware that Garrido was a sexual offender, and therefore did not make an extensive search of the property. There were no records of other complaints.”

Yes, the Contra Costa Sheriff’s Dept. missed an opportunity to catch this monster years ago. I don’t blame them. As much as I would have liked to read about this story in the CoCo Times in 2006, the deputy had no probable cause to search the residence other than a neighbor that complained about kids in a backyard and tents. The deputy did not know he was dealing with a sexual predator since the databases were not available like they are today.

I do put blame on the Parole Officer that was tasked to keep an eye on this pedophile for not knowing this earlier. Robert Ambroselli Deputy Director of Adult Parole Operations for California is the man who oversees the monitoring of all registered sex offenders in the state. Instead of being an honorable person and admitting the lapse in their system for over 10 years while Phillip Garrido got away with these crimes, his website takes credit for the capture.

Are you serious?!? Even the CoCo Sheriff apologized for missing an opportunity.

The CDCR made countless visits to Phillip Garrido’s house, had access to police reports (like the one filed in 2006) but they continually failed to see that this man was hiding a family of abused kids in his backyard. Mr. Ambroselli, you should be ashamed of yourself and you should conduct a complete investigation on any parole officer that had contact with Phillip Garrido.

I’m not the only one that feels this way. On a story about the 48 criminal counts that Garrido and his mental wife are facing, the comments against Robert Ambroselli are pretty clear.

Mr. Ambroselli(robert.ambroselli@cdcr.ca.gov) I believe you and all the staff responsible for monitoring Gorrido should resign and better yet “take a sword”! You and your staff failed to inspect this animals property. The under sheriff stated the backyard was well hidden, well if I was a sex offender on electronic monitoring I don’t think I would keep a stolen child on my front porch! Furthermore, the lazy ass parole officer still didn’t go out and search, they requested he come into the office! To make matters worse, your web-site is taking credit for his capture. if it wasn’t for a campus cop, Garrido would still be under your supervision!- Lindsey P

    I say Ambroselli should be fired or resign. There is no excuse for that kind of job performance. He obviously didnt do his job. I know If I didnt do my job I would be fired.

    Ambroselli failed Jaycee and her children for several years and only after a Berkeley officer reported their concerns to them, did something happen. Instead, Ambroselli should be saying how his agency failed to do their job to protect children from Garrido.

    In addition, the parolle officers who made regular contact with Ambroselli should take a step down. You have a convicted rapist and kidnapper, and when home visits were conducted in a home with a huge backyard blocked off from outsiders being able to look in did not raise a red flag for the parolle agents–how awful is that? As a public, we deserve better protection from creeps like Garrido, we trust agents such as Ambroselli to set forth policies and procedures for reliable monitoring and when they learn of a creep being weird with children, especially learning this from an officer, they should have been out to that home the same day to do an unannounced home visit, including looking in the bedrooms and backyard.

    It is unfortunate that not only is Jaycee a victim of Garrido, she is also a victim of law enforcement and of Ambroselli.

    I hope others who feel the same way will email their comments to Ambroselli and his superiors or call them and demand that he resign!

    It’s pretty crummy for the guy to try and take credit for rescuing Jaycee, when their department did drop the ball, but I fail to see how this was Ambroselli’s fault for failing to catch this. For as crazy as Garrido was, he was apparently pretty good at lying to the cops. With as many prisoners that they have to keep an eye on, it’s hard to expect the department of corrections to maintain the level of diligence that you would need to catch every single bad guy. It’s terrible that this went on for as long as it did, but it’s hard to blame anyone for Garrido’s sick mind. Instead of trying to assign blame, I’d rather see them try and reduce the number of predators in the area

    You know most of these so called “police/ parole officers” always have a chip on their shoulders, and even when they fail at their jobs they appear arrogant like saying “what are you going to do”, let’s face it, she saved herself, she was not saved by the authorities. Does anyone believe that the authorities were still investigating her disappearance? The car used in her kidnapping was in the backyard, the lazy ass cops didn’t even bother to go through the backyard when the information indicated that kids were living back there, they didn’t check local schools to see if the kids were going to school or even asked to see the kids, no report to child protective services, boy how lazy can you be and still pick up your public service check, not to mention the parole officers who failed to visit and find out where this freak was living and what he was doing, amazing, simply amazing.

    His department failed in a major way too!
