Sex offenders, pedophiles, child molesters, whatever you call them, they are vile human beings. Harming people for your personal sexual gratification is morbid and disgusting. I wanted to spend some time on the sex offenders in our city and highlight some of the ones identified as ‘In Violation” of the registration. This all came about because I was looking for crime data on the city (which is mostly outdated) and thought the people of the City of Concord would want to see some of this information as well.

Concord Sex Offenders
Concord has 116 registered sex offenders living in the city based on the Meghan’s Law website. Based on the 2000 census Concord has 121,780 residence so if the numbers are right, we have a fairly low level of sex offenders living in the city, which makes me sleep a bit better at night. Parents and people living in the city should know everything you can about your neighborhood. I’m not suggesting that you spy on your neighbors but you should know if you have anyone living around you that has been convicted of a sex crime. Maybe you don’t want to know. Some say ignorance is bliss, I say ignorance is stupid.
Megan’s Law is an informal name for laws in the United States requiring law enforcement authorities to make information available to the public regarding registered sex offenders. Individual states decide what information will be made available and how it be disseminated. Commonly included information includes the offender’s name, picture, address, incarceration date, and nature of crime. The information is often displayed on free public websites, but can be published in newspapers, distributed in pamphlets, or through various other means.
At the federal level, Megan’s Law is known as the Sexual Offender (Jacob Wetterling) Act of 1994 and requires persons convicted of sex crimes against children to notify local law enforcement of any change of address or employment after release from custody (prison, psychiatric facility). The notification requirement may be imposed for a fixed period of time – usually at least ten years – or permanently.
Some states may legislate registration for all sex crimes, even if no minors were involved. It is a felony in most jurisdictions to fail to register or fail to update information.
Meghan’s law was passed through legislation for a reason. That reason is to keep the public informed for safety reasons. People in the City of Concord should be aware of resources available regarding Meghan’s law and check your neighborhood listing like you check your credit report. You do that too right?
*Quick disclaimer: People have been known to be arrested for sex crimes, convicted and released with no further acts committed.
The Department of Justice (DOJ) states on their website Bureau of Justice Statistics that “5 PERCENT OF SEX OFFENDERS ARE REARRESTED FOR ANOTHER SEX CRIME WITHIN 3 YEARS OF PRISON RELEASE” If that doesn’t make you cringe, I don’t know what will. The DOJ website has a list of statistics that I will not go into but you can read them all here.

Out of the 116 registered sex offenders in Concord, 14 appear to be in violation. Which probably means they have skipped town or are hiding from the police.

These people may have moved from the address listed on the site. The idea here is to point out the resource available for parents and community members to know what is going on in their neighborhoods. If you have information about any of these people you are asked to contact the Concord Police Dept.
Protect your family
I believe we live in a world of decent people. I have been to some bad places and can attest to the evils that are out there and that they take may shapes and forms. Though there are more good people than bad in Concord by a large number, you should still be aware of what is out there. Other than being constantly vigilant you have a risk of being a victim. All you can do is be prepared and ready.
When you are at public parks or play grounds notice who is around you and if anyone seems out of place. Be aware if you are being followed or if someone is hanging out and being suspicious. Contact the CPD if you think something is shady. It’s not a 911 call unless they are actually doing something illegal but the Concord Police has a non-emergency line that youcan call if you feel that something needs to be checked into. “5 PERCENT OF SEX OFFENDERS ARE REARRESTED FOR ANOTHER SEX CRIME WITHIN 3 YEARS OF PRISON RELEASE”
The same report says that 3.5% convicted. Since when is 96.5% a MAJORITY??? that is an extremely low rate of recidivism.

* Released prisoners with the highest rearrest rates were robbers (70.2%), burglars (74.0%), larcenists (74.6%), motor vehicle thieves (78.8%), those in prison for possessing or selling stolen property (77.4%), and those in prison for possessing, using, or selling illegal weapons (70.2%).
* Within 3 years, 2.5% of released rapists were arrested for another rape, and 1.2% of those who had served time for homicide were arrested for homicide.

Recidivism
* Of the 272,111 persons released from prisons in 15 States in 1994, an estimated 67.5% were rearrested for a felony or serious misdemeanor within 3 years, 46.9% were reconvicted, and 25.4% resentenced to prison for a new crime.
* The 272,111 offenders discharged in 1994 accounted for nearly 4,877,000 arrest charges over their recorded careers.
* Within 3 years of release, 2.5% of released rapists were rearrested for another rape, and 1.2% of those who had served time for homicide were arrested for a new homicide.
* Sex offenders were less likely than non-sex offenders to be rearrested for any offense –– 43 percent of sex offenders versus 68 percent of non-sex offenders.
* Sex offenders were about four times more likely than non-sex offenders to be arrested for another sex crime after their discharge from prison –– 5.3 percent of sex offenders versus 1.3 percent of non-sex offenders.
Sex offenders
* On a given day in 1994 there were approximately 234,000 offenders convicted of rape or sexual assault under the care, custody, or control of corrections agencies; nearly 60% of these sex offenders are under conditional supervision in the community.
* The median age of the victims of imprisoned sexual assaulters was less than 13 years old; the median age of rape victims was about 22 years.
* An estimated 24% of those serving time for rape and 19% of those serving time for sexual assault had been on probation or parole at the time of the offense for which they were in State prison in 1991.
* Of the 9,691 male sex offenders released from prisons in 15 States in 1994, 5.3% were rearrested for a new sex crime within 3 years of release.
* Of released sex offenders who allegedly committed another sex crime, 40% perpetrated the new offense within a year or less from their prison discharge.
Child victimizers
* Approximately 4,300 child molesters were released from prisons in 15 States in 1994. An estimated 3.3% of these 4,300 were rearrested for another sex crime against a child within 3 years of release from prison.
* Among child molesters released from prison in 1994, 60% had been in prison for molesting a child 13 years old or younger.
* Offenders who had victimized a child were on average 5 years older than the violent offenders who had committed their crimes against adults. Nearly 25% of child victimizers were age 40 or older, but about 10% of the inmates with adult victims fell in that age range.

I regards to the statement from Nathan, I will never trust a sex offender. It is our duty to protect our children and I am thankful for the mayor posting this. Nathan, you may have moved on but the sheer fact that a sex crime against children has occured, it CAN happen again. It has once been committed and that is enough for me. Your rights were taken away for a reason. Just because you may have done your time, doesn’t mean the victim(s) are ready to move on. I will pray that you will stay on the good side of the law!!
